Gimp Shop takes the free image editing program GIMP and puts a front-end on it which looks and works a lot like PhotoShop.

A great freebie from Microsoft - this program allows you to create a slide show with musical (or other sound) accompianment. It includes automatic panning/zooming of photos like in Ken Burns documentaries. It creates a Windows Media video file. It's free to anyone legitimate owner of WindowsXP.

Pixia is a photo and image program which has been wildly popular for several years in Japan. It has been available for a little while in English, and has a growing user base.
